Shaping the Anti-Corruption Strategy: ALI Joined the Government’s Dialogue with Civil Society

ALI experts took part in the discussion of the draft Anti-Corruption Strategy (ACS) for 2026–2030 — a key element of the state anti-corruption policy. In particular, ALI had previously developed a number of proposals concerning the prosecution service, law enforcement agencies and countering crime under Section 2.2. The adoption of the new Anti-Corruption Strategy is part of Ukraine’s European integration commitments under Chapter 23 of the EU acquis, including one of the 10 Kachka–Kos priorities on which Ukraine is expected to focus in the near future.

As part of the work on the ACS, on 14 April ALI took part in a meeting between Deputy Prime Minister Taras Kachka and representatives of civil society. The meeting was also attended by representatives of the NACP, which is responsible for developing this public policy document, the Government Office for Coordination of European and Euro-Atlantic Integration, representatives of analytical centres and civil society organisations.

Taras Kachka explained that, even at this stage, the draft Strategy is a well-prepared document based on a systematic analysis of the problems and offering a comprehensive approach to addressing them. At the same time, he noted that it is important to hear civil society’s views on the draft Strategy to clearly define priorities and properly shape expectations regarding its implementation.

At present, the draft Strategy provides for the implementation of two key areas:

  1. strengthening the overall system for preventing and combating corruption;
  2. reducing corruption risks in the most vulnerable and strategically important areas through systemic reforms.

The approval of the Anti-Corruption Strategy, together with the State Anti-Corruption Programme, is a necessary component of implementing the 2026 Rule of Law Action Plan. The draft document is therefore expected to be submitted to the Government for consideration in the near future.
